Revision of Interest Rates and Various Changes in SB Rulings (w.e.f. 01/12/2011)
IMPORTANT INFORMATION
The patch can be executed only after day-end of 30/11/2011
It can be executed on the server or on any one of the client systems running a 32 bit Operating system in which DBAnalyzer is installed
The patch does not require SQL ‘SA’ password for execution and hence can be run by any official working on systems or by the supervisor
Supervisor has to ensure the execution of the patch before commencing counter operations on 01/12/2011.
The patch does NOT incorporate the following points, and hence and in cases where it becomes applicable the changed rule has to be implemented manually.
The maturity period for Monthly Income Scheme (MIS) and National Savings Certificate (NSC) will be reduced from 6 years to 5 years – problem will not arise at present.
New NSC instrument, with maturity period of 10 years introduced is to be handled manually.
The change in rate of interest in case of TD premature closure will have to be done manually till the requisite changes are made।

INSTRUCTIONS FOR RUNNING THE PATCH
Download the ‘MoF_RateChange.zip’, unzip and copy it to the DBAnalyzer folder
Run ‘MoF_RateChange.exe’ from the DBAnalyzer folder itself.
Enter the name of the SB Server and click ‘OK’.
A message will be displayed for each scheme.
Continue clicking on ‘OK’ until the message ‘Interest rates updation completed successfully’ is displayed.
In case any other message or error code is displayed, email the error code to SDC for solution.

Confirmation Exam Removed in New Postal Assistant Recruitment Rules

In the revised PA recruitment rules, the confirmation examination has been removed. There is no confirmation examination hereafter. All will be confirmed by DPC committee as per 6 (i) (12) of the said rules.

Revised Recruitment Rules 2011 (PA /SA )

Department of Posts has notified Department of Posts ( Postal Assistants and Sorting Assistants) (Group-C Non-gazetted) Recruitment Rules, 2011. These have been published in Official Gazette on 3.11.2011. They come into force from the date of publication in Official Gazette.
For direct recruitment 10+2 or 12 Standard candidates with atleast 60% marks with English as compulsory subject [ excluding vocational stream], 55% for OBC and 45% for SC/ST will be eligible.
GDS should have obtained 50% marks in +2 or 12th standard with English as a Compulsory subject and should have put in minimum 5 years service.They should be within 30 years of age (35 years for those belonging to Scheduled Castes/ Scheduled Tribes and 33 years for other Backward Classes).

SB ORDER NO. 20/2011 - Removal of Maximum limit Balance in SB Accounts- Important Amendments

(i) From 1.10.2011, there will be no limit for retaining balance in single as well as joint savings account.

(ii) A depositor or depositor(s) can deposit any amount into single as well as joint savings account.

(iii) Maturity value of any savings instrument can be credited into savings account of the depositor standing in the same post office irrespective of the balance in the account.

(i) Any cheque either issued by Postmaster or any other authority irrespective of any amount can be credited into post office savings account irrespective of the balance in the account.

(ii) From the Financial year 2011-12, Interest income of Rs.3500/- in the case of single account and Rs.7000/- in case of Joint account will be exempted from Income Tax. (Section 10(15) (i) of Income Tax Act, 1961 amended vide Notification No. 32/2010 {F.No. 173/13/2011-IT A.I}/S.O.1296(E) dated 03.06.2011)

(iii) It is the duty of the depositor(s) to show the interest income earned from Post Office Savings Account(s) beyond the limit prescribed above in the Income Tax return and pay due Income Tax.

Cabinet Approved 7% DA hike from 01.07.2011

The Union Cabinet today approved to increase Dearness Allowance by 7% to Central Government employees. The rate of Dearness allowance shall be enhanced from the existing rate of 51% to 58%. Revised rates effective from 1.7.2011. Finance Ministry will publish detailed Office Memorandum regarding this issue within this month. The amount of additional instalment of Dearness allowance and the arrears for two months will be paid in cash to all Central Government employees. This will benefit more than 50 lakh serving employees and 38 lakh pensioners. This DA hike will be impact in the Transport allowance also, according to the classes of cities .The highest rate of additional Derness allowance of 10% from July, 2010 and the least of these 2% from July, 2006. The calculation of Dearness allowance is with the Pay in the pay band plus Grade Pay multiple with 58% is equal to Revised payment of DA from July, 2011.

भगवान देवनारायण स्मृति डाक टिकट जारी

भादवी छठ के मौके पर शनिवार को सवाईभोज की धरती आसीन्द में भगवान देवनारायण स्मृति डाक टिकट जारी किया गया। केन्द्रीय संचार एवं सूचना प्रौद्योगिकी राज्यमंत्री सचिन पायलट ने भारतीय डाक विभाग की ओर से आयोजित समारोह में पांच रूपए मूल्य के इस टिकट का अनावरण किया।

सवाईभोज मंदिर परिसर में आयोजित समारोह में पायलट ने भगवान देवनारायण को जन-जन की आस्था का केन्द्र बताते हुए कहा कि डाक टिकट जारी कर वह स्वयं को गौरवान्वित महसूस कर रहे हैं। सचिन का करीब दस मिनट का उद्बोधन सुनने के लिए हजारों लोग बारिश में भी प्रागंण में जमे रहे।

समारोह में राजस्थान परिमण्डल के मुख्य पोस्टमास्टर जनरल राजीव सिंह ने जारी किए गए डाक टिकट के बारे में जानकारी दी। समारोह में जिला प्रभारी एवं ऊर्जा मंत्री जितेन्द्र सिंह, वन एवं पर्यावरण राज्यमंत्री रामलाल जाट, विधानसभा के पूर्व उपाध्यक्ष देवेन्द्र सिंह, अजमॆर रिजन कॆ पॊस्टमास्टर जनरल बी. एन. त्रिपाठी विशिष्ट अतिथि के रूप में मंचासीन थे। संचालन अशोक व्यास एवं मोहम्मद हनीफ, सहायक निदॆशक डाक सॆवाऎ अजमॆर रिजन ने किया।

When did you write your last letter to your loved ones? Can you remember? Oh! Most of you don't know how to write a letter?! Sorry. Go and look up your cupboard for that pretty old letters written by your loved ones. How beautiful it is to read! Rewind you to the past.
Those written on the letter are not just words but spontaneous emotions — feelings as ink and soul as pen, together designed as words. You remember the heartfelt moments forever. It's not like a message displayed on the mobile screen to be deleted. The words make a feathery touch on you when you read them.
How many varieties of letters have been written so far? Letters to the father, mother, brother, sister, friend, husband and wife. How many stories those letters have carried? They contain a welter of emotions — happiness, sadness, love, anger, frustrations and nobility and so on and so forth.
A decade ago, postmen were the heroes of every family. People were waiting for the letter or money order. “Sir, post” — the words made people react enthusiastically. While they read the letter, they felt the nearby presence of the writer. It makes them feel the same whenever they read it. Now, what's the condition of post offices in India? Most of them are ready to call it quits. Mobile phone communication, mailing through internet and the private courier services have contributed to their decline.
More than 40,000 post offices are now in the danger zone. Information that jolts you is the announcement demanding tax for the savings in the post office. The post office must update its status to compete with the private courier services. In rural areas, even now people trust only the postal service. This is the right time for the government to introduce attractive schemes and facilities to woo back the people. If not, thousands of postal employees and the rural people will be affected.
Rural or urban, parents must encourage children to write letters because most graduates these days do not know how to write an official or formal letter. Hostellers can write letters to their parents or vice versa. Yes, you can talk whenever you want over the phone. But “the words from the heart are more powerful than the words from the mouth, ” as the saying goes.
Letters are meant not just for applications and requisitions; they are a symbol of aesthetic values. Take a paper and try to write a letter by exploring words from your deep heart and send them to your loved ones. See the beautiful response from them, cherish the moment. “Sir, post,” the call of postman will be honey to your ears.

यह कदंब का पेड़ अगर माँ होता जमना तीरे

फिल्म अभिनेता शम्मी कपूर का निधन

अपने करिश्माई अंदाज और जिंदादिल व्यक्तित्व के चलते 50 और 60 के दशक में बड़े पर्दे पर राज करने वाले जाने-माने अभिनेता शम्मी कपूर का रविवार को निधन हो गया। वे 79 वर्ष के थे।
कपूर खानदान के एक महत्वपूर्ण सदस्य और राज कपूर तथा शशि कपूर के भाई शम्मी कपूर का आज ब्रीच कैंडी अस्पताल में सुबह पांच बजकर पंद्रह मिनट पर निधन हो गया। उनका निधन गुर्दे के काम करना बंद कर देने के कारण हो गया। अमेरिका से शम्मी कपूर के पोते के आ जाने पर कल दक्षिण मुंबई में उनका अंतिम संस्कार किया जाएगा।
शमशेर से बने शम्मी : शम्मी का वास्तविक नाम शमशेर राज कपूर था। 21 अक्तूबर 1931 को जन्मे शम्मी रंगमंच के जाने-माने अदाकार और फिल्म अभिनेता पृथ्वीराज कपूर के दूसरे पुत्र थे। उनके परिवार में पत्नी नीला देवी, पुत्र आदित्य राज और पुत्री कंचन देसाई हैं। शम्मी ने वर्ष 1948 में एक जूनियर कलाकार के रूप में फिल्म उद्योग में कदम रखा था और वर्ष 1953 में बॉलीवुड में दस्तक देने वाले शम्मी की पहली फिल्म ‘जीवन ज्योति’ थी। वर्ष 1961 में सुपरहिट फिल्म ‘जंगली’ ने उन्हें बड़े पर्दे की दुनिया में खास जगह दिला दी।
अपनी पारिवारिक पृष्ठभूमि और ‘रेल का डिब्बा’ में मधुबाला, ‘शमा परवाना’ में सुरैया और ‘हम सब चोर हैं’ में नलिनी जयवंत के साथ अभिनय करने के बावजूद शम्मी शुरुआत में सफल नहीं रहे।
शम्मी कपूर की शुरुआती फिल्में बॉक्स ऑफिस पर विफल रहीं। उन्होंने पचास के दशक में ‘डक-टेल’ शैली में अपने बाल कटवाकर ‘तुमसा नहीं देखा’ के साथ खुद को नई तरह से पेश किया। उसके बाद से उन्हें सफलता मिलती गयी। वर्ष 1961 में फिल्म ‘जंगली’ की सफलता के साथ ही पूरा दशक उनकी फिल्मों के नाम रहा।
दर्शकों के बीच उनकी अपील ‘सुकू सुकू’, ‘ओ हसीना जुल्फों वाली’, ‘आज कल तेरे मेरे प्यार के चर्चे’ और ‘आ जा आ जा मैं हूं प्यार तेरा’ जैसे गानों के चलते थी, जिनमें उन्होंने बड़ी ही मस्तमौला शैली में थिरकते हुए अदायगी दी। हालांकि, ‘कश्मीर की कली’, ‘राजकुमार’, ‘जानवर’ और ‘एन इवनिंग इन पेरिस’ जैसी कुछ फिल्मों में उनके अभिनय पर सवाल उठे, लेकिन ‘जंगली’, ‘बदतमीज’, ‘ब्लफ मास्टर’, ‘पगला कहीं का’, ‘तीसरी मंजिल’ और ‘ब्रह्मचारी’ की बेहतरीन सफलता से शम्मी ने अपने आलोचकों के मुंह बंद कर दिए। वर्ष 1971 में आई ‘अंदाज’ मुख्य किरदार की अदायगी वाली उनकी आखिरी फिल्म थी, लेकिन बाद में ‘विधाता’, ‘हीरो’ और ‘प्रेम रोग’ जैसी फिल्मों में भी वे नजर आए और सराहे गए। वह कंप्यूटर के बहुत बड़े शौकीन थे और माइक्रो ब्लॉगिंग वेबसाइट ट्विटर की दुनिया में सबसे पहले कदम रखने वालों में शम्मी कपूर शामिल थे।

राखी का त्यौहार भारतीय संस्कृति का एक प्रमुख त्यौहार है जो प्रत्येक वर्ष श्रावण मास में मनाया जाता है। आज इस आधुनिकता एवम विज्ञान के दौर में संसार मे सब कुछ हाईटेक हो गया है। वहीं हमारे त्यौहार भी हाईटेक हो गए है। इन्टरनेट व एस0एम0एस0 के माध्यम से आप किसी को कहीं भी राखी की बधाई दे सकते है। किन्तु जो प्यार, स्नेह, आत्मीयता एवं अपनेपन का भाव बहन द्वारा भाई की कलाई पर राखी बाँधने पर है वो इस हाईटेक राखी में नही है। इस सम्बन्ध में हिन्दी फिल्म का एक मशहूर गाना याद आता है-‘‘बहना ने भाई की कलाई पर प्यार बाँधा है, कच्चे धागे से सारा संसार बाँधा है।‘‘ इन पंक्तियों में छुपा भाव इस पर्व की सार्थकता में चार चाँद लगा देता है। डाकिया बाबू इन भावनाओं को हर साल आपके दरवाजे तक पहुँचाता है, सो इस साल भी तैयार है।

बहनों द्वारा राखियों को सुरक्षित एवं सुगमता से भेजने के लिए डाक विभाग ने लिफाफे जारी किये गये हैं। ये लिफाफे पूर्णतया वाटर प्रूफ, मजबूत, पारगमन के दौरान न फटने, रंगबिरंगे एवं राखी की विभिन्न डिजाइनों से भरपूर है। इसके चलते जहाँ राखी प्राप्त करने वाले को प्रसन्नता होगी, वहीं इनकी छंटाई में भी आसानी होगी। यही नहीं राखी डाक को सामान्य डाक से अलग रखा जा रहा है। लोगों की सुविधा के लिए डाकघरों में अलग से डलिया लगाई गयी हैं, जिन पर स्थान का नाम लिखा है। पोस्ट की गई राखियों को उसी दिन विशेष बैग द्वारा सीधे गंतव्य स्थानों को प्रेषित कर दिया जा रहा है, ताकि उनके वितरण में किसी भी प्रकार की देरी न हो। ऐसे सभी भाई जो अपने घर से दूर है तथा देश की सीमा के सजग प्रहरी हमारे जवान जो बहुत ही दुर्गम परिस्थियो मे भी देश की सुरक्षा मे लगे है उन सभी की कलाई पर बँधने वाली राखी को सुरक्षित भेजे जाने के लिए भी डाक विभाग ने विशेष प्रबन्ध किये हैं। तो आप भी रक्षाबन्धन का इन्तजार कीजिए और इन्तजार कीजिए डाकिया बाबू जो आपकी राखी को आप तक पहुँचाना सुनिश्चित करेंगे और भाई-बहन के इस प्यार भरे दिवस के गवाह बनेंगे।

Sub: Grant of leave to the staff working under HSG I Postmaster.

Sir / Madam,
It is observed that HSG.I Postmaster is competent to grant only casual leave to the staff working under him/her. The applications for grant of other kind of leave to staff are forwarded by him/her to the Division office for approval. It has been brought to the notice of the Directorate that at times the said procedure takes time and if such officials who donot have casual leave left in their accounts want to proceed on earned leave immediately to some unforeseen circumstances, they face problems in proceeding on leave at short notice.
2. The matter has been looked into. It has been decided by the competent authority in the Directorate that in such pressing circumstances, HSG I Postmasters while recommending earned leave may relieve the official of his duties in anticipation of grant of leave by the competent authority, provided :
I. The earned leave applied for by the individual is not for more than the period of three days.
II. No substitute is required in case the official proceeds on leave.
III. The leave may be recommended by the HSG I Postmaster by recording that it is being recommended subject to the availability of leave in the credit of the applicant.
IV. The official may be relieved after duly following the procedure of handing/taking over of the charge.
V. If later on the sanctioning authority finds that the official does not have the leave applied for to his credit he should obtain the revised application from the individual for the kind of leave he/she is entitled to at the earliest.
VI. If the official needs earned leave for more than three days or wants to extend the earned leave beyond three days he should apply for same well in advance so that it is sanctioned as per the existing procedure.

Attention of all concerned is invited to Annexure-III of this Directorate order No. 6-1/2009-PE.II dated 08.10.2009 containing details of existing and revised benefits under nature of benefit named 'Severance Amount'.

2. In this context, it is to clarify that the present benefit shown against Severance Amount also includes Severance Amount on absorption on regular posts payable @ Rs. 20000/- (Rs. Twenty thousand only) to an EDA (now called GDS) absorbed on regular basis against a departmental post after 15 years of continuous service as ED Agent (now called GDS) in the light of the common recommendation made by the GDS Committee in Para 14.14.1. Therefore, the revised benefit indicated against nature of benefit 'Severance Amount' is applicable not only on retirement/death but also on absorption against departmental posts @ Rs. 1500 for every completed year of service subject to maximum of Rs. 60000 with reduction in minimum eligibility to 10 years.

3. Therefore, the words "Severance Amount on retirement/death" may be taken as inserted on the top as headline above the existing para under present benefits against 'Severance Amount' starting with "A lump sum severance amount and ending with amount paid is Rs. 20000." Below this para, a new headline as "Severance Amount on absorption on regular posts" & a para beneath it starting as "Severance amount of Rs. 20000 (Rs. Twenty thousand only) is paid on absorption on regular basis against a departmental post after 15 years of continuous service" may also be taken as inserted & accordingly the Annexure III to this Directorate Order No. 6-1/2009-PE II dated 09 Oct 2009 may be taken as amended. Revised Annexure III to this Directorate Order ibid is appended below:-

Nature of Benefit: Es-gratia Gratuity
Present Benefits: Granted at the rate of half months basis TRCA drown immediately before discharge of service for each completed year of service subject to maximum of Rs. 18000 or 16.5 months basic TRCA last drawn whichever is less. Minimum service prescribed is 10 years
Revised Benefits: Continuance of the existing formula for grant Ex-gratis Gratuity subject to a maximum of Rs. 60000.

Nature of Benefit: Severance Amount
Present Benefits: Severance Amount on retirement/death
A lump sum severance amount of Rs. 30000/- is paid on discharge provided a GDS has completed 20 years of continuous service. In case of a GDS completing 15 years of service but less than 20 years of continuous service the severance amount paid is Rs. 20000Severance Amount on absorption on regular post
Severance amount of Rs. 20000 (Rs. Twenty thousand only) is paid on absorption on regular basis against a departmental post after 15 years of continuous service
Revised Benefits: Severance amount shall be paid at the rate of Rs. 1500 for every completed year of service subject to a maximum of Rs. 60000 with reduction in minimum eligibility period to 10 years.

मुख्यमंत्री अशोक गहलोत एवं सूचना एवं प्रोद्योगिकी राज्यमंत्री सचिन पाईलेट ने मंगलवार को जयपुर से विडियो कोंफ्रेसिंग के जरिये उदयपुर प्रधान डाकघर में आम आदमी की पहचान यानी आधार कार्ड योजना का शुभारम्भ किया। प्रधान डाकघर में हुए कार्यक्रम में विडियो कोंफ्रेसिंग के जरिये गहलोत पाइलेट एवं स्थानीय स्टार पर उदयपुर नगरपरिषद की सभापती रजनी डाँगी इवं राजस्थान दक्सिनी क्षेत्र के डाक निदेशक आर० पी० गुप्ता ने प्रोजेक्ट का उदघाटन किया। प्रथम पंजीकरण गोरव भटाचार्य का किया गया। इस अवसर पर बड़ी संख्या में शहरवासी एवं डाक कर्मचारी उपस्थित थे। अतिथियों का स्वागत करते हुए प्रवर अधीक्षक डाकघर बी० एल० सोनल ने बताया की ने बताया की प्रधान डाकघर में आधार कार्ड बनाने वाले व्यक्ति को फोटो पहचान पत्र एवं निवास प्रमाण पत्र के साथ भरा भरा हुआ आवेदन लेकर पहुंचना होगा।

Stamps on Dr D.S. Kothari

Dr.D.S.Kothari,an eminent Indian scientist was born in Udaipur in Rajasthan on 6th July 1906.He did his MSc in Wireless (Electronics) and later obtained PhD under the supervision of Ernst Rutherford at the Cavendish Laboratory, Cambridge.He brought about a lot of changes in the Physics Department when he was in Delhi University as the Reader and Head of Physics Department.He was scientific advisor to Ministry of defence from 1948 to 1961.

Dr. Kothari has made immense contribution to the field of education and was appointed as the Chairman of the Indian Education Commission in 1964. He was appointed as chairperson of University Grants Commission in 1961 where he worked till 1973.Besides this he held many other important posts in the field of Education.

He has won several honours and awards for his contribution in the field of Science and Education. He received the Padma Bhusan in 1962 and the Padma Vibhushan in 1973.

He passed away on 4th Feb.1993.

The next Departmental Examination for promotion of Lower Grade Officials to the cadre of PAs/SAs in subordinate offices will be held on 4th September 2011 according to the revised pattern and syllabus. The time table of the examination is given below:-

02.. All departmental lower grade officials below the grade of PAs/ SAs who are permanent and who have rendered not less than three years of regular satisfactory service in the lower grade as on 29.7.2011 are eligible to appear for the examination

03. The examination is for the vacancies of the year 2011 and will be conducted in all the divisions even if there is no vacancy in a particular Division.

04 Minimum qualifying marks are 40% in each paper for all candidates excluding SC/ST to whom minimum qualifying marks are 33%. The examination will be of objective type Multiple choice questions (MCQ) and with the use of carbonless(duplicate) Optical Mark Reader(OMR) answer sheets.

05. The question paper for the said examination (other than the general English/ Hindi & Grammar, Arithmetic & Tabulation ) will be set within the ambit of the various Postal Manuals which are made available on the India Post web site/various instructions issued by the Department from time to time/ approved reference books notified in the modified syllabus. HOWEVER THE EXAMINATION WILL BE HELD WITHOUT THE AID OF BOOKS.

06. The number of chances for departmental candidates for appearing in the above exam is 8(Eight) only.

The Application form kit will contain application OMR form( Magenta Colour), instruction sheet. Acknowledgement card and envelope for mailing the application for CMC Ltd

If sufficient numbers of candidates do not qualify to take all the vacancies earmarked for lower grade officials (Departmental quota), the resultant unfilled vacancies will be offered first to the Gramin Dak Sevaks of the recruiting divisions/units who possess the requisite qualification and are within the prescribed age limit. The vacancies that still remain unfilled will be taken to the direct recruitment quota as per provisions in the recruitment rules.

डाक-टिकटों के संकलन का सबसे आसान तरीका ‘फिलेटलिक जमा खाता योजना’ है। जिसके तहत न्यूनतम रूपये 200/- जमा करके खाता खोला जा सकता है और भारतीय डाक विभाग देय मूल्य के बराबर रंगीन डाक टिकट, प्रथम दिवस आवरण और विवरणिका खाताधारक के पते पर हर माह बिना किसी अतिरिक्त मूल्य के पहुँचाता है। अपने किसी खास रिश्तेदार या मित्र को सरप्राइज गिट देने के लिए भी फिलेटलिक जमा खाता एक अनूठी चीज है और घर बैठे-बैठे खूबसूरत डाक-टिकट पाने वाला वह रिश्तेदार/दोस्त भी अचरज में पड़ जायेगा कि उस पर इतनी खूबसूरत मेहरबानी करने वाला शख्स कौन हो सकता है? इसके अलावा डाक विभाग वर्ष भर में जारी सभी टिकटों अथवा किसी थीम विशेष के डाक-टिकटों को समेटकर एक विशेष ‘स्टैम्प कलेक्टर्स पैक’ जारी करता है जो आज की विविधतापूर्ण दुनिया में एक अनूठा उपहार भी हो सकता है। और तो और, डाक-विभाग द्वारा सन् 1999 से प्रति वर्ष आयोजित ‘डाक टिकट डिजाइन प्रतियोगिता’ के विजेता की डिजाइन को अगले बाल-दिवस पर डाक-टिकट के रूप में जारी किया जाता है। इसी प्रकार 1998 से भारतीय डाक द्वारा आयोजित ‘डाक टिकट लोकप्रियता मतदान’ में प्रति वर्ष भाग लेकर सर्वोत्तम डाक-टिकटों का चुनाव किया जा सकता है।

फिलेटली को यूँ ही शौकों का राजा नहीं कहा जाता, वस्तुतः यह चीज ही ऐसी है। एक तरफ फिलेटली के माध्यम से अपनी सभ्यता और संस्कृति के गुजरे वक्त को आईने में देखा जा सकता है, वहीं इस नन्हें राजदूत का हाथ पकड़ कर नित नई-नई बातें भी सीखने को मिलती हैं। निश्चिततः आज के व्यस्ततम जीवन एवम् प्रतिस्पर्धात्मक युग में फिलेटली से बढ़कर कोई भी रोचक और ज्ञानवर्द्धक शौक नहीं हो सकता। व्यक्तित्व परिमार्जन के साथ-साथ यह ज्ञान के भण्डार में भी वृद्धि करता है। संयुक्त राज्य अमेरिका के पूर्व राष्ट्रपति फ्रेंकलिन डी0 रूजवेल्ट ने डाक-टिकट संग्रह के सम्बन्ध में कहा था- “The best thing about stamp collecting is that the enthusiasm which it arouses in youth increases as the years pass. It dispels boredom, enlarges our vision, broadens our knowledge and in innumerable ways enriches our life. I recommend stamp collecting because I really believe that it makes one a better citizen.”
